To set a customer to not be charged the global Fuel Charge do the following:

1.  Go under Lists -> Accounts -> Account/Vendor and pull up the account to change

2.  Click the Misc Charge button

3.  Select the check box for "Use the Per Account Rates for This Account"

4.  Set the Fuel Chg for this account

To go back to using the global rate, go in and un-check the "Use the Per Account Rates for This Account" check box.
